MNLF DEBUNKS MILF EXCUSES IN THE MASS MURDER OF 50 SAF PNP POLICEMEN OF 25 JAN 2015 IN MAGUINDANAO.

EXCUSE #1: PNP INCURSION INTO MILF TERRITORY

DEBUNK: The MILF organization has no sovereign territorial rights over any piece of land anywhere in the Philippines, whether that be their fully-controlled camp, village, or community. The government forces have full sovereignty over all parts of the Philippine territory. There is no such thing as a demarcation line or boundaries of land that grants territory to the MILF.

The PNP has warrant of arrest and has all the rights to go and pass through wherever in the territory of the Republic of the Philippines wherever they have available information on the whereabouts of the Malaysian terrorist.


EXCUSE #2: PNP DID NOT COORDINATE WITH MILF

DEBUNK: There are two types of coordination. One is peace-process compliance coordination, the other is tactical coordination. The peace-process coordination was already complied by the PNP because it was already published in the newspapers that PNP is scouring those provinces of Magindanao, Cotabato, and Lanao area to look for Malaysian bomber Marwan. Marwan is already in the publicized Philippine Most Wanted List and the American Embassy in Manila even has a reward tag of P5M for his capture. Moreover, the PNP have already made so many patrols in that area in relation to the the legitimate police operation of finding Marwan. On the other hand, the tactical coordination is an internal process within the trust layer of the PNP chain of command, and it is not subject to peace-process coordination compliance. We MNLF can attest that PNP already coordinated with us via the the public information news we read in mainstream media months ago that PNP is operating in that area to get Marwan and other wanted Malaysian terrorist bombers. Just like the MILF, we MNLFs also have a peace-process-related coordination compliance with Government's large troops movement; and we attest that this particular PNP operation to search for Marwan in Maguindanao, Lanao, and Cotabato area is well coordinated with us.

EXCUSE #3: MILF ACTED IN SELF-DEFENSE

DEBUNK: The five (5) reasons why self-defense is not a valid excuse are: (1) MILF failed to take the evasive maneuver in a way that they could have walked away from the path of the PNP to avoid misencounter; (2) MILF assaulted persons in authority; (3) MILF's superiority of strength in terms of numbers, weapons, and familiarity with the terrain; (4) MILF did acts of mutilation, and (5) MILF did summary execution on subdued members of the PNP.

EXCUSE #4: PNP TOP-BRASS UNAWARE OF SAF OPERATION IN MAGUINDANAO

DEBUNK: There is what we call layer of information in the chain of command. The PNP top-brass would not be aware of the SAF operations in Maguindanao because the workload and knowledge base of top-brass PNP is 100% on organizational management and almost zero in the ongoing field operations. The management of information of ground operations is a function of the field commanders. If I have a list of ground operations of the PNP in my hand and I would be given a chance to interview the top brass, I would ask him if he has information about any of the ongoing ground operation in my list; and I will also randomly pick a name of a field officer and ask the top-brass a question if he knows the detail of operation of the particular field officer. The result of interview would be predictable, the top-brass would say "I have no information about the detail of that ground operation but I can make a few calls to get the information". Of the thousand operations in the ground, the top brass would only be briefed of the full detail of a particular specific operation when he orders a briefer, and it normally happens when the operation brought about public relation controversies.

EXCUSE #5: ANG SAF ANG UNANG NAGPAPUTOK

DEBUNK: Careful in analyzing, kasi magkaiba ang pinutukan ka na nakikita mo na ikaw ang binabaril, at iba rin ang situation pag narinig mo lang na may pumuputok from a distant pero hindi mo nakikita kung sino ang binabaril. Ang unang pagpapaputok ng SAF (kung totoo man na SAF ang unang nagpaputok) ay warning shot para mapaisip ang nakapaligid na possible hostile party na huwag na lumapit. Kung conscious ang MILF field commander sa peace process, dapat inutusan niya ang kanyang mga taohan na lumayo sa kung saan nila narinig ang source ng putok. Ang pag iwas ng encounter ay parating better option kung conscious ka sa peace process.Magkaiba ang scenario pag bahay kumpara sa village. Pag bahay, lalaban ako. Pero pag village, mananatili ako sa bahay ko at hindi lalabas, at mas lalong hindi magpapaputok. Village ang scenario doon sa incident natin sa Maguindanao. MILF should have just stayed inside their houses. 300 MILFs outside their houses and waiting along the path of PNP is a clear ambush. It was MILF who took advantage of darkness of night for ambush.

MNLF's position on GPH Projects in Mindanao

None of the GPH projects in Mindanao are certified as part of the implementation of the 1996 MNLF-GPH FPA.

The 1996 MNLF-GPH Final Peace Agreement (FPA) Section 20(a) says, "There shall be a special socioeconomic, cultural and educational program to cater to MNLF forces not absorbed into the AFP, PNP and the SRSF to prepare them and their families for productive endeavors, provide for educational, technical skills and livelihood training and give them priority for hiring in development projects."

We, the Moro National Liberation Front (MNLF) does not acknowledge those projects of the Government of the Philippines (GPH) and foreign aids in Mindanao as part of the implementation of the 1996 MNLF-GPH FPA because our MNLF record shows that no member of the MNLF benefited from them. There is no record that MNLF Leader Nur Misuari or the MNLF Director for Economic Projects ever received any official communication from the GPH or foreign aid donor that asks MNLF to nominate its needy members to participate in productive endeavors, be provided for with educational, technical skills and livelihood training, and be give priority for hiring in development projects. Hence, the claim of GPH that 1996 MNLF-GPH FPA had been implemented is a fraudulent claim that intends to deceive, for its own glory, the Organization of Islamic Cooperation (OIC) and the general public.

The 1996 MNLF-GPH FPA was founded on the common principle that "integration" of the MNLF into mainstream society is the key to peace and prosperity in Mindanao. Instead of formally integrating the MNLF to participate in productive projects, the GPH have used its military to conduct false flag operations to smear a dirty paint on the MNLF and informally influence the mass media companies to create a stigma against the MNLF. The stigma has caused the MNLF to alienate from mainstream society, push for national secession, and even prompted many of its leaders to go back to underground revolutionary movement. GPH's Aquino Administration's anti-integration activities against the MNLF is anti-peace, and is an opposite of the good principles of integration upon which the 1996 MNLF-GPH FPA is founded upon. These anti-peace actions of the GPH Aquino administration are not only acts of provocation but already acts of war against the MNLF.

Through the decades, since the signing of the 1996 MNLF-GPH FPA, the MNLF never used its power, influence, and movement to weaken the plans, programs, and projects of the GPH. We have never attacked any GPH troops. We have never closed our ears from the call of the GPH to support its anti-corruption advocacy. The MNLF has always supported the advocacy for good governance of GPH. The MNLF did not abuse the supposed political concession that the MNLF expects from the 1996 MNLF-GPH FPA -- in fact, the MNLF Leader Nur Misuari had ran for governor in the ARMM, got defeated by the GPH candidates in the elections, and MNLF never got into tantrums.

It appears to us (MNLF) that GPH did not understand the principle of integration because we can see that the actions of the GPH intend to destroy, persecute, stigmatize, eradicate, and annihilate the MNLF.

The GPH Arroyo Administration politically persecuted MNLF Leader Nur Misuari in 2001, jailed him as political prisoner for 8 years for alleged crimes that he did not commit. Again in 2013, the GPH Aquino administration conducted a false flag operation in Zamboanga City and implicated MNLF Leader Nur Misuari, and accused him again for crimes he did not commit. Yet MNLF remained peaceful and abiding on the 1996 MNLF-GPH FPA. It is the GPH that is problematic, not the MNLF.


For the information of the GPH, the mass media, OIC, and the general public, be it known that in order for us (MNLF) to acknowledge a specific project as part of the implementation of the 1996 MNLF-GPH FPA, we (MNLF) require the following:

1. Documentary record must show that the specific project had been part of the Agenda of the Formal Talks between the MNLF and GPH. During the Formal Talks, the MNLF Director for Economic Projects Rltr. John R. Petalcorin must certify, by signature, the project as approved at his level for endorsement to the MNLF Leader Nur Misuari.

2. At least fifty percent (50%) of the number of workers that are employed (regular or casual or contractual) during the implementation or construction of the project must be genuine members of the MNLF as certified by the signature of MNLF Leader Nur P. Misuari.

Through this transparent mechanism, a verifiable and auditable list can be produced. Through this list, the GPH world-renowned habit of reporting ghost projects and ghost beneficiaries are prevented, the MNLF cannot deny without basis its participation, and the GPH-MNLF dispute is prevented, because the MNLF, GPH, and OIC shall get hold of the list. The annual report of this mechanism, which shall be produced at the end of the fiscal year jointly by the MNLF Director for Economic Projects and the GPH's Office of Presidential Adviser on Peace process (OPAPP), will show the list of projects and the corresponding list of MNLFs (with verifiable personal data) who have benefited from the implementation of the 1996 MNLF-GPH Final Peace Agreement (FPA) Section 20(a).

It is very common to hear propaganda rumors coming from the GPH camp that alleges that MNLF Leader Nur Misuari is anti-progress and would always disapprove MNLF members cooperating, participating, and benefiting from economic projects of the GPH and foreign donors. Well, this allegation can only be proven if the MNLF Director for Economic Projects will testify that Misuari is sitting on the paperwork and function to endorse MNLF members to benefit in the implementation of the 1996 MNLF-GPH Final Peace Agreement (FPA) Section 20(a). So far, this allegation is not true.

This mechanism is not yet implemented because there have been no MNLF-GPH Formal Talks yet after we (MNLF) unilaterally terminated our participation in the peace process activities last 2 March 2012 for two reasons: (1) we are busy in the Mindanao Independence Movement, and (2) we have no funds to support the logistics of attendance in MNLF-GPH Talks.

MNLF-GPH Formal Talks is expensive because it comes frequently in almost once a month and is usually held in countries outside the Philippines, and we usually have a dozen (depends on the Agenda) official MNLF delegation (leaders, negotiators, technical advisers) who must attend the talks.

So that we (MNLF) can resume our participation in the MNLF-GPH Formal Talks, we (MNLF) require the OPAPP to release 100 Million Pesos (regular budget of the government subject to standard government audit) logistics fund per year. The OPAPP has over PhP400 million government's budget per year, and we believe that MNLF's expenses in MNLF-GPH peace process activities must be fully subsidized from this budget. We (MNLFs) have already published our position on this concern in March 2012. This logistics fund can be contracted out to any private company of their (GPH) choice who will handle the spending of the logistics fund of the MNLF.

Since 1996, the GPH have not even subsidized the necessary logistics for the MNLF's to attend the MNLF-GPH talks that is necessary to ensure smooth MNLF cooperation in the implementation of the 1996 MNLF-GPH FPA. How thick-face it would be for GPH to claim that it had implemented its obligation in the 1996 MNLF-GPH FPA? The GPH claim is fraudulent because they cannot even show a list of MNLFs who benefited from their projects.

MNLF Right of Reply RE: Zamboanga Crisis of Sept 2013

The genuine members of the Moro National Liberation Front (MNLF) is not a participant in that chaos in Zamboanga City on September 2013. The chaos was purely a large-scale squatter demolition operation by the Government of the Philippines (GPH) and simultaneously a "False Flag Operation" of the GPH to smear dirt on the face of MNLF and the Mindanao Independence Movement. The implementers of the squatter demolition merely used MNLF actors (counterfeit MNLFs) to act as running rabbits to ignite chaos that would provide reason for the squatter uprooters to move into the designated demolition zone. The squatter demolition was long planned by the LGU of Zamboanga City under the leadership of Mayor Climaco, in line with real estate development in Zamboanga. The GPH denies the rights of the uprooted people to return to their lands and residences aftermath the chaos. Even on this date of commenting, the uprooted people (Badjaos and Muslim minorities) are being disallowed to return to their lands -- the human rights violation issue in relation to the uprooting is what the mainstream media and the Philippine government is turning a blind eye or perhaps hiding. For your information, Malik, Misuari, and the genuine MNLF are not participants in the planning and execution of that squatter demolition. No MNLF was killed, injured, or arrested in that incident.


Official denial

MNLF officially denies participation in that infamous chaos in Zamboanga City of September 2013. Please be informed that MNLF Cmdr Habier Malik, MNLF Leader Nur Misuari, and all members of the Genuine MNLF are not participants in that chaos in Zamboanga City of September 2013. This denial is based on the result of MNLF's internal affairs field investigation. That chaos was just a false flag operation by the Armed Forces of the Philippines (a revenge of Gen. Emanuel T. Bautista whose father then Gen. Teodulfo Bautista died under the weapon of the MNLF in 1977) to smear dirt on the face of MNLF and a cover-up to the extra-judicial forced eviction by the Local Government of Zamboanga City led by Mayor Ma. Isabelle "Bheng" Climaco-Salazar (under the supervision of DILG Sec. Mar Roxas) against the poor marginalized Badjao minorities. Our field investigation result shows no genuine MNLF was hurt, injured, killed, or arrested in that inhumane government operation. The MNLF condemns the inhumane uprooting incident. There is no moral justification on the means and ends of that chaos, and we condemn the incident.

This denial is based on the result of MNLF's internal affairs field investigation, which rendered the following results:

About Assamin Hussin and Bas Arki

One of the alleged MNLF commanders that initiated chaos Zamboanga City is a certain individual allegedly named Assamin Hussin. A certain Assamin Hussin appeared on TV on 9 September 2013 (day 1 of the chaos) and made a statement that he and his men have entered Zamboanga to attend a rally, show their support to Mindanao Independence by hoisting an MNLF flag (supposedly on the flag pole of the city hall. Our field investigation reveals we (MNLF and MIM) have no Assamin Hussin in our member list, nobody in MNLF recognize his face as one of us, there is no scheduled MNLF rally nor summit around that particular Monday. The MNLFpage in FB also published an earlier MNLF policy that says only the owner of a flag pole has the right to hoist whatever flag he wants on his own flag pole.

Another individual named by the newspapers is a certain Bas Arki. Those alleged MNLFs by the name of "Bas Arki" and "Assamin Hussin", who are accused as commanders of the alleged seige, neither have record of membership in the MNLF, nor were they listed in the persons who support the Mindanao Independence. We picked up an unofficial list of names of the alleged MNLFs members who are now under the custody of GPH, who were accused of a crime of rebellion for their alleged participation in the Zamboanga chaos of Sept 2013; we verified the list via background check in the grounds and the investigation rendered negative result, meaning, no one in the list is a member of the MNLF. We published our findings in FB/MNLFpage and someone in the AFP commented that the list we have are all alyases -- okay, granted -- and we hope that the GPH will interrogate those persons in their custody to get their real names because we are willing to re-open a field investigation to ascertain if any of those are MNLFs.



Result of MNLF internal investigation

Allegedly, MNLFs (including Cmdr. Habier malik) were either killed, hurt, arrested, or injured, in that chaos. Our post-conflict investigation shows Cmdr Habier Malik is not in Zamboanga City during those moments when he was alleged to be commandering the alleged MNLFs in the middle of the chaos. Result of our investigation shows no member of the MNLF has admitted to have gone out from their hometowns in small, medium, or large troops movement to conduct a terroristic invasion on the peaceful city of Zamboanga.


The arrested individuals

We have read in the news that there were around 200 alleged MNLFs who were arrested on site in relation to the chaos in Zamboanga City of September 2013. We have also offered free legal assistance to any MNLF who got killed, injured, or arrested in that chaos and no one has filed a single claim.

Willing to cooperate

I have asked the GPH to transmit to me the digital file (or post the PDF file online) of the complete information of the cases filed by DOJ against Misuari so I can facilitate a formal reply, which would most likely include a video-taped interview with Misuari, but I did not get a response from GPH. I asked for a copy of any Warrant of Arrests for any alleged Genuine MNLFs (including Nur Misuari) who are still at large so we can start counting a one-year period of Hijra before we turn him in to the Courts, but I did not get a response from GPH. The members of the Commission of Human Rights attempted to visit the arrested alleged MNLFs but they were forbidden to conduct interview with the detainees (this was published in the newspapers). So, we think GPH is hiding something. I assume we are on the same page that innocence is presumed until proven guilty beyond reasonable doubt. Whoever alleges, it is their task to present evidences, and there is no need for the accused persons (especially Nur Misuari) to cooperate.

On the weapons recovered that allegedly belong to MNLF

Allegedly, the GPH Military recovered high-powered weapons and mortars in that belongs to the MNLF, and that the alleged MNLFs in that chaos have financial backers and were provided with logistics to wage the uprising. Our internal investigation shows no one in MNLF has disclosed having received any financial support to wage an act of terror in Zamboanga City, and no one in MNLF has claimed to have lost weapons in that chaos in Zamboanga City. In short, we have no information who owns those weapons and we have no information who is the provider and the receiver of such alleged uprising funds.

On the allegations that MNLF used human shields

Allegedly, MNLFs used civilians as human shields, and a rescue operation was done. Result of our investigation reveals that no member of the MNLF have "caddied" civilians out of armed conflict zones or have taken cover behind civilians because there is no MNLF in there in the first place. Nevertheless, while the chaos was ongoing for days, we have contacted GPH Military Intelligence at the backdoor and proposed to them a joint operation to rescue out any MNLFs who are caught in the crossfire and trapped in a defensive position in the conflict zone to stop the chaos, although we were not sure that there are any MNLF in that chaos. The condition of our proposal is that we will rescue our fellow MNLF if the GPH Military can show proof that Cmdr Habier Malik, whom they allege as the leader of the gang, is in that chaos -- the GPH Military was not able to supply the condition, hence, we did not launch a rescue operation. No MNLFs member hid in houses, nor burned houses because there is no MNLF in there in the first place. No MNLF member looted anything during that chaos because there is no MNLF in there in the first place, but we have read quite a number of news articles about GPH Military who were caught red-handed in looting during that chaos.


Different speculations of what really happened

MNLF Speaker Atty. Emmanuel Fontanilla said that the chaos was just to cover up the Pork Barrel issue in the Philippine National Government. Some of our MNLF analysts also said that the chaos was a tactic of the GPH to smear dirt on the face of the MNLF, and paint MNLF as monsters and terrorists. Nevertheless, the most probable explanation comes from MNLF Intelligence that says that chaos was an implementation of the squatter demolition project of the Zamboanga City Local Government headed by Mayor Beng Climaco, which merely used counterfeit MNLFs to ignite chaos and cover-up the squatter demolition. Even after the clearing of the chaos, the evacuated citizens were being refused (in a terroristic manner) to return to their places of origin by the LGU of Zamboanga City. We also found out that the demolished area have pre-existing real estate development plan that requires uprooting of the informal settlers.

NUR MISUARI's WARRANT OF ARREST IS NON-EXISTENT

Nobody have seen the much-talk-about warrant of arrest for Nur Misuari. As of this first week of September 2014 (a year after the chaos), the Court of Justice is still trying to determine the schedule and venue where evidences and witnesses on the allegations against MNLF can be formally presented to the Court. The court has sent subpoena to the members of the mainstream media that published reference-less allegations and accusations against Misuari to present their references and evidence, and they responded to the court saying that they cannot be obliged to testify on their publications.

The assassination of Zamboanga City Judge Reynerio Estancia Sr on 28 Feb 2014 had been investigated by us and we discovered that it was somehow related to the cover-up of this False Flag Operation. The government military has Martial-Law-type full control over Zamboanga City during that period of assassination. Our pretext interview with survivors close to the late Judge Estancia Sr disclosed that the last official transaction of the Judge was he refused to issue a Warrant of Arrest against Nur Misuari because the applicants of the warrant have not presented any evidence that is required to substantiate the allegation against Nur Misuari.


MNLFNET.COM

I have read the article titled: "FEW BURNING QUESTIONS ON THE ZAMBO SIEGE" by Reynaldo R. Reyes, 22 September 2013 in MNLFNET.COM. I consider the responses of Reynaldo R. Reyes of MNLFNET.COM to media inquiry as more on taking opportunity advantage of the chaos to express a typical MNLF political promotion and propaganda, his opinion of course, and his reactions on what he saw on television. His response lacked prudence. His response pre-empted the value of post-conflict investigation. The "defensiveness" of his response will obviously be misconstrued as if the MNLF is trying to justify its involvement and participation in that chaos. In short, the hasty response that lacked prudence did more harm than good. There is a lesson that has to be learned. Next time, when there is chaos that allegedly involves the MNLF and anyone in MNLF is asked by media, the default response should be:

"(1) We can talk about the general policies of the MNLF but we cannot preempt the outcome of MNLF's post-conflict investigation on the event at hand, (2) we don't react (neither confirm nor deny) to any allegations or stories published by mainstream media or by social media bloggers, and (3) only the individual who possess the MNLF Spokesperson Authorization Form signed by the ground commander of the participant of the armed-conflict can answer any media inquiries specific to the detail of the particular armed conflict."

The MNLF Propagandists

If you are using any statements of Absalom Cervesa and Emmanuel Fontanilla that linked Misuari to the chaos, we would be pleased if you subpoena these two to testify. Please be informed that these two are spokespersons of Gapul "Winnie" Hadjirul, the political propaganda officer of the MNLF. During the chaos, they have made propaganda statements such as "MNLF already control most barangays in the conflict zone", "MNLF RPG sunk a Phil Navy ship", "PNP Chief already an MNLF prisoner of war", etc. etc. Their function is to fuel poisonous information so the enemies will continue making a mistake.

Trial by publicity

Trial by publicity may be advantageous to the GPH because of the stigma against the MNLF that it will create, but stigma will cause alienation and fear among the MNLFs and will backfire against the peace process. Not only humans, but even animals that are scared and cornered by the stigma will act violently in line with self-defensive and self preservation. The GPH is leaning its sharp elbow on the MNLF while writing the MILF-GPH deal -- it hurts. For the past decades, it was proven that "integration" is one of the helpful keys towards peace. Creating a stigma against MNLF is a counter-integration and it is anti-peace.

Counterfeit MNLFs

Since day one of that chaos in Zamboanga City, 9 September 2013, we maintain the position that MNLF is not involved in that chaos and we were aware of such chaos as purely a squatter demolition operation (an act of destroying the entire community to remove the human settlers who don't possess land titles) by the Government of the Philippines (GPH) and simultaneously a "False Flag Operation" (a military operation of doing terrorist acts while wearing the opponent's flag) of the GPH to smear dirt on the face of MNLF and the Mindanao Independence Movement. The implementers of the squatter demolition merely used MNLF actors (counterfeit MNLFs) to act as running rabbits to ignite chaos that would provide reason for the squatter uprooters to move into the designated demolition zone. It is an open secret in Mindanao wherein GPH Military and GPH Police manufacture counterfeit MNLF uniforms, recruit poor uneducated boys, and ask them to wear the MNLF uniforms to do dangerous money-making activities such as extortion, squatter demolition, false flag operation, and even stage-play armed conflict in order to get AFP Medals or PNP Medals (for example: search the internet for article titled "Army officer na nagpapagawa ng MNLF uniform, iniimbistigahan").

False flag operation and looting

We, MNLFs, had no MNLF informant in the middle of that chaos, hence, we have no idea who burned those houses, who looted from the houses, and who made that short action film showing some persons wearing MNLF uniforms who were playing with bazooka while playing patentero with some people who play the role of hostages. We have received a question from someone who claims to be a member of the non-combatant AFP in the area and he was asking if the PMAer who died in that chaos in Zamboanga City of September 2013 was an MNLF because the dead body was wearing an MNLF uniform. With due respect to the family of my fellow PMAer, I have replied that he is not MNLF. He merely may have only followed orders to act as MNLF to pave the way for the False Flag Operation. We have read in the news that some AFP personnel were administratively charged for looting. I hope these looters in uniform are part of the charge. The GPHs habit of false flag operation

This chaos in Sept 2013 is already a result of AFP's "habit". The GPH's false flag operation against Misuari and MNLF in Zamboanga of Sept 2013 is not the first time. The first time was in 2001. The first time they did it, the GPH were able to take custody of Misuari, and he stood on trial in court for 8 years. In 2001, a GPH-fully-funded team of prosecutor lawyers in Dept of Justice worked full-time for 8 years to find evidence to support their allegation and they presented tons of media publicities against Misuari as evidence. Media articles cannot be presented as evidence in court, so in 2009 the court acquitted Misuari because the DOJ failed to present a single valid evidence to support their accusation. The GPH is using the same tactics again in this Sept 2013 chaos, in fact, in the same venue, Zamboanga -- they are like a frog that jumps into the same hole twice.

Squatter demolition

The chaos of in Zamboanga City of September 2013 was a squatter demolition that was long planned by the LGU of Zamboanga City under the leadership of Zamboanga City local government Mayor Bheng Climaco, who is under the direct supervision of Department of Interior and Local Government (DILG) Secretary Mar Roxas, in line with real estate development in Zamboanga. They are also hoping to rake in millions of humanitarian donations. Zamboanga City now is like a Philippine style death wake where cadavers are displayed in the coffin for months to extend the opportunity of asking wake alms and donations. MNLF sympathize with the uprooted and displaced minorities

Even on this date of commenting, the uprooted people (Badjaos and Muslim minorities) are being disallowed to return to their lands -- the human rights violation issue in relation to the uprooting is what the mainstream media and the Philippine government is turning a blind eye or perhaps hiding. The voice of those people says: “They are killing us slowly by keeping us here,” said Jalnari Hadjirul, a 61-year-old Badjao leader at Cawa-Cawa. “I think they should send us home now, or we will all die.” Can't you hear their voice? The MNLF sympathise with the Badjaos and everyone who were uprooted in Zamboanga City, although we cannot ascertain if these people sympathize with our (MNLF) organizational cause.

If the evacuation of the people of Rio Hondo Zamboanga City in September 2013 could have been a result of a real armed conflict involving the MNLF, the uprooted people who are temporarily sheltered in evacuation camp in the Zamboanga City Grand Stand should have long been allowed to return to their lands after the supposed armed conflict. What is going on in the evacuation center now is like a Nazi Concentration camp, over 100 evacuees have already died by diseases. Zamboanga City local government Mayor Bheng Climaco, who is under the direct supervision of Department of Interior and Local Government (DILG) Secretary Mar Roxas, is using scare tactics to prevent the displaced from returning to their origin. Climaco is also using profiling tactics to single out people she wants throw out of the city for the day -- one by one she throws them out of the city in different places like unwanted newly-born stray cats to avoid herself from getting entangled with the obligation of just compensation. Secretary Mar Roxas was also proud of the prejudice against Muslims when the Armed Forces of the Philippines (APF) required the evacuees to recite the Lords Prayer (...Our Father) upon entering the evacuation center. The LGU of Zamboanga were asking the uprooted people to sign an affidavit and we happen to get hold of a digital copy. You should read it in the Notes of FB/MNLFpage titled "On Zamboanga City Residents Affidavit of Undertaking" dated 6 April 2014. In our analysis, it contains a provision wherein the signatory will not be paid any just compensation for the damages resulting from armed conflict, even if the property is insured. It also contains a provision wherein the signatory waives certain rights to real estate ownership, specifically his Jus Vindicandi (Right to Recover) and Jus Possidandi (Right to Possess). It also contains a provision wherein the land grabbing is legalized and perfected on the disadvantage of the uprooted people, and there is no more remedy in the future.

The participation of Vice President Jejomar Binay

Binay's appearance in Zamboanga in the middle of the chaos in September 2013 was not "pa epal". It was really us, MNLFs, me in particular, who launched a high-level MNLF intelligence gathering operation called "Operation Binay Ceasefire". Through the backdoor, we asked Binay to go to Zamboanga to carry a ceasefire proposal. Binay didn't knew that our purpose is not ceasefire, but our real purpose is just to find out if the chaos is really a real armed conflict or just a false flag operation of the AFP/PNP/GPH. If it was a result of a real armed conflict, a test ceasefire that we proposed through Vice President Binay should have been applicable, and we were able to find out that it was not a real armed conflict because ceasefire was not applicable.

Regarding AFP General Emmanuel Bautista

We were asked why is the AFP of the GPH are so unreasonably aggresive against the MNLF, as if they are turning a blind eye on the 1996 MNLF-GPH Final Peace Agreement. Our answer is that it is something personal. The anomaly has something to do with the psychological profile of Gen. Emmanuel Bautista. He is bitter, vengeangeful, and unable to move on with the past when his father, then Gen. Teodulfo Bautista, fell in combat in 1977 under the gun of the MNLF. Conflict becomes long-term and an endless cycle as it is transferred from one generation to the next. Healing the bitter heart is an act of God, and this we ask in our prayers.

Double and repeated jeopardy against Nur Misuari

Another thing, how many times do we have to repeat an MNLF RIGHT OF REPLY to character-assassinating publicities that spreads a baseless allegation that Misuari/MNLF did some atrocities in Zamboanga City a long time ago in 2001? Misuari was already tried in court for those allegations, and while in jail from 2001-2009 and the court acquitted him because of zero evidence. Well, there were tons of propaganda published by mainstream media against Misuari but these cannot be used as evidence. Now again, after 12 years, in that recent chaos in Zamboanga of September 2013, we have openly made a RIGHT OF RPLY that we are not involved in that chaos; but still you keep on publishing someone else's paid propaganda against the MNLF. Again, I repeat, media propaganda articles repeatedly come out when either journalists lack due-diligence or when they allow themselves to be used (for a fee) in propaganda. What's wrong with some members of mainstream media is they are too lazy to do research, or too greedy (or hungry, whatever) for propaganda money. Their professionalism is negatively affected. the cause of this anomaly is that they get information from the wrong people; they write about MNLF out of their imagination instead of asking us what we are and what we think about certain issues about us.

On the notion of MNLF Faction

ON THE NOTION OF "MNLF FACTION". There is no such thing as "MNLF faction". There is only one MNLF, under one leadership of Nur Misuari, under one ideology of Egalitarianism, towards one objective of Mindanao Independence, and through one means to achieve its political goals which must only be the peaceful means. We call this the ONE MNLF DOCTRINE. Sema Group and Alonto Group were already expelled from the MNLF. Please refer to the Masterlist of Expelled MNLFs in the notes of FB/MNLFpage. Sema and Alonto have no followers in the MNLF because these two were already expelled from the MNLF fo so long as I can remember. It is "MNLF vs GPH" -- that's why the two negotiates to arrive at a settlement of their conflicting interest. Sema and Alonto are already on the GPH side -- they advocate the GPH position. Sema and Alonto are no longer describable as MNLFs, but they can be called "former MNLFs", or the best way to describe them now are "turncoats", or "GPH agents" as they now advocate the GPH position.


The declaration of Mindanao independence

To end this note, please be reminded that Nur Misuari, the leader of the Moro National Liberation Front (MNLF) is a United Nations Peace Prize Awardee and a Nobel Peace Prize Nominee. This is Misuari's greatest achievement and he is not stupid to terrorize any town in Philippines. For the record, starting the date of Mindanao Declaration of Independence of 15 January 2012 in Valencia Bukidnon, Nur Misuari is now in the history book of Mindanao as the first Head of State of the independent Mindanao. How you guys in Government of the Philippines treat Misuari will determine the foreign policy of Mindanao on Philippines in the near future -- either we will be friends or we will shut the doors of opportunities to your disadvantage -- so please help your President make a good decision.

The MNLF follows the peaceful process of attaining political objectives set by the Mindanao Independence Movement (MIM). The MIM prospectus and brochure is available online, just ask for the URL by sending a message in MNLFpage in Facebook. The MNLF condemns and does not subscribe to all forms of terrorism because we don't want to establish a new nation that uses terrorism as a means of achieving political change. Signing of the Mindanao Declaration of independence is a very successful ongoing activity -- the people of Mindanao really wants secession from Philippines in a peaceful methodology.

Malaysia is the legitimate enemy

The MNLF have a Sabah Recovery Project, and Malaysia hates this project so much. The MILF are being used by the Malaysians to act an aggressive rivalry against the MNLF in the aspect of political concession with the GPH. The MILF is like an overseas militia of the Malaysians. MILF is heavily funded by the Malaysians, from guns, uniforms, and media pay-offs.

Message to mainstream media companies

I pressume journalism companies like you understand the mechanics of the Right of Reply. As you repeat publishing the allegation that MNLF is involved in that chaos in Zamboanga City of September 2013, I will also have to do my function to post a canned MNLF Right of Reply in the same venue.

Your sentence "Some eight months after the attempted siege by followers of Moro National Liberation Front founding chairman Nur Misuari..." is a one sided allegation, a presumptuous opinion, and a prejudicial propaganda. You are trying to precondition the mind of your readers to believe that MNLF was involved in that chaos. The manner you write it is neither fair nor balanced. There is, however, a room for improvement in how you write it by saying, "Some eight months after the alleged siege by alleged followers of MNLF founding chairman Nur Misuari...".

Ask her who formally coordinated the last Press Conference of Misuari in in NAIA-1 VIP Lounge in the morning of 9 Feb 2013. Since March 2013, no member of the mainstream media can interview Misuari without my permission. So, in any issues concerning the MNLF, I am the one you will contact first because I am the Communications Director in the side of MNLF. It is I who will refer you to the right person in the MNLF who is directly involved in whatever particular issue. Sabah, if not lease then donate to China

Our enemy's enemy is our friend. A last will and testament will prevent the enemies from benefiting over Sabah. We would rather lease Sabah to China than have it stolen. If lease agreement will not materialize and we get annihilated because of enemy intervention, we will make sure that the United Nations holds our last will and testament that donates Sabah to China, and in the end our souls will enjoy watching how China will use its strength over our enemies to control Sabah.

We shall never allow Mindanao, Sulu, Palawan, Sabah, Camiguin, and Spratleys to fall in the hands of the enemy. We will make sure that if we are defeated in battle, these lands gets donated to China - the enemy of our enemies.

Malaysia's Intervention in Philippines

SIR JOHN, who are the major opponents of the MNLF and why? How does MNLF treat USA and CHINA, opponent or friend

ANSWER: The major opponents of the MNLF are the Government of the Philippines (GPH) and Government of Malaysia (GMY). The territories claimed by the MNLF are Mindanao, Palawan, and Sabah (Sabah as part of Sulu). The MNLF-GPH dispute is rooted on their conflicting political direction -- GPH wants Mindanao, Palawan and Sabah to continue as part of the Philippines while MNLF wants secession from Philippines. The MNLF-GMY dispute is rooted on Sabah -- MNLF claim historical rights that wanted to evict the current GMY occupation of Sabah. MNLF treats USA and China as friendly parties.


SIR JOHN, WHY DO YOU QUESTION THE SINCERITY OF MALAYSIA IN HELPING THE MORO LAND?

ANSWER: Because they can actually help via direct Official Development Assistance (ODA) to Moro Land. Americans, Japanese, Europeans have ODA in Mindanao, and they don't rub elbows with secessionist movements.

The Malaysians don't need to rub elbows and play around with any para-military entities like MNLF or MILF, unless they have intention to build a secessionist army from within the Philippine Territory for the purpose of disintegrating the Philippine Territory and winning the hearts and mind of the Moro People in favor of the planned expansion of the Malaysian Federation.

PNoy Aquino will surely get electrocuted with its deal with MILF and Malaysia. But who is afraid of electrocution if the reward, whether cash or promise, is great?

While USA, Japan, and Europe provides ODA for basic services in Mindanao such as small livelihood capital, housing for the poor, healthcare, and building schools, Malaysia on the other hand invests in providing arms and ammunition to Islamic insurgents. If all good nations will cut the invisible hand of Malaysia over Philippines, it is highly probable that peace and prosperity will be achieved in Mindanao.

[COMMENT]Mohd Ameruddin Bin Ellias: If muslim moro thinks joining malaysian federation is better than being ruled by catholic phillipines, then let them decide.

ANSWER: You see, look at what Mohd is saying. RELIGION is being used as a reason to disintegrate the Philippines. Malaysia is the one brainwashing the Muslim people of Mindanao, telling them that they can't live side-by-side as neighbors with Christians. The output of that brainwashing is basically the MILF. Look at the mentality of the MILF, that's it!

SIR JOHN, WHAT CAN YOU SAY ABOUT MALAYSIA MILITARY BUILD-UP AT THE EAST COAST OF SABAH?

ANSWER: They are saying that it is a move to enhance border control between Sabah and Sulu. You want to know the truth? That thing happening in the East Coast of Sabah is actually a Malaysian Military build-up in preparation for their invasion to Sulu and Mindanao in line with their plan to expand the Malaysian Federation.

Do you know who has the capability to repel an MILF-aided Malaysian invasion? The MNLF. We, the MNLF are the ones who can repel possibly them. Time will come that MNLF will really have to engage the MILF, regardless of religion. How about the Philippine Soldiers? Ahhh Philippine Soldiers won't move their asses, the Malaysians already hypnotized the Philippine President with rewards, unless the Philippine Soldiers remove this President before the Malaysian invades us.

SIR JOHN, HOW CAN MALAYSIA AND PHILIPPINES EXTERMINATE THE PEOPLE OF SULU AND HOW TO PREVENT THIS?

ANSWER: That's a good question, Jo. Simple. Very simple. Malaysia tightens the trade of goods between Sulu and Sabah. Philippines stops sending subsidized ships that carry relief to Sulu and tighten-up the release of government funds to Sulu. In effect, naturally, the people of Sulu will get hungry and gradually leave the Sulu islands to survive somewhere else. Without a fight, the People of Sulu will be scattered and there will be no more People of Sulu and no more Sultanate of Sulu.

The only hope to prevent the extermination of the People of Sulu is for Sulu is to unite as a people, stop the divisiveness of the Sultanate claimants, get your acts together, and let's get a good new Sabah lease deal with the highest bidder.

ANSWER: That's a good request. I can work with you closely on this. I want you to do two things:

(1) File a Senate Resolution advocating the proprietary rights of ownership of People of Sulu (Tausugs) on Sabah lands. The House must also have their counterpart.

(2) Open up a Senate Investigation on Malaysia's Foreign Policy. We must take a closer look at Malaysia's participation in providing killing resources to the MNLF in the past and the MILF at present. We should also investigate their immigration policy on Moro/Filipinos born in Sabah. We must get to the bottom of the so-called Malaysian Federation that many MILF is advocating. The public would also be interested to know what President Noy Aquino received from Malaysia. We should also call in the Sultan claimants and get their testimonies about why they are in the payroll of Malaysian Embassy.

ADDL QUESTION: Sir John, can you elaborate more about the need to investigate Malaysian Immigration Policy on Moro/Filipino born in Sabah?

ANSWER: In this topic, we will touch on alleged human rights violations against people in Sabah who are supposed to be dual citizens of Malaysia and Philippines. Malaysians born in Philippines automatically becomes Filipino Citizens, but Filipinos born in Malaysia (specially Sabah) are not given Malaysian citizenship status. There is such thing as foreign reciprocity. We must revise our laws here in Philippines so that Malaysians born in Philippines must not be given Filipino citizenship. If our people violate laws in Sabah and meted death penalty, we should also revise our laws here so that Malaysians who violate laws here will be meted death penalty.

ADDL QUESTION, Sir John, how about on the investigation to know what President Noy Aquino received from Malaysia. What is the relevance of this?

ANSWER: We will see about that business interests in Malaysia that are being tied-up to PNoy. That must be causing a so called conflict of interest. We will see if it is an impeachable offense. There is a brewing COUP DE ETAT right now and we need this kind of formal investigation to either implicate or clear the name of the President.

We are also interested to document the mechanics behind the 23-year existence of the Abu Sayyaf Group (ASG). We have to eradicate this highly organized kidnap-for-ransom group by exposing their operators, especially those connected to high seats in government.

One of the crew of the Private Army of Jamalul Kiram III (PAJAK3) that is now being processed in Malaysian court admitted he was PAID to do a work in Sabah. It is possible that he was surprised, instead of a farm work, he ended up in the middle of the PAJAK3 operations. It is unfair to mete death penalty on that guy. We should also look at Malaysian Farm Businesses in Sabah that is recruiting in Southern Philippines some undocumented workers (cheaper labor). This would help us decide whether or not it is just right to temporarily ban all work permits for OCWs going to Malaysia until this illegal recruitment is eradicated.

SIR JOHN, THE UPROOTING OF MORO/FILIPINO PEOPLE IN SABAH IS ALL OVER THE NEWS. HAVE YOU EVER PREDICTED THIS?

ANSWER: Yes. I predicted it. Few weeks before it started happening, we sensed unnecessary movement of the MILF, and based on it I accurately predicted in January 26, 2013 in the blog titled, "MILF helps Malaysia uproot Bangsamoro People away from Homeland Sabah". At that time, we just didn't know how Malaysia is going to execute the plan. We thought they are going to use the MILF. I never thought they are going to use a Sultan Claimant to act as a running rabbit-prey for them.

QUESTION: [by Kumalah Daud] With all due respect to you Sir Jon, I can't understand your logic of hinting that DFA should ban all work permits for Malaysia when all we can witness now are the avalanche of refugees from Sabah arriving by the hundred in Tawi-tawi and Sulu wharfs. No natives from our place in their right mind will think about going to Sabah now that the conflict is still raging. I can't even imagine people especially from Mindanao going thru the proper channel to work in Malaysia when it's an open knowledge that most of them just go Malaysia thru the backdoor. ANSWER: The mere fact that you call working through the backdoor an "OPEN KNOWLEDGE", it means the ILLEGAL ACTIVITY is already widely and grossly practiced beyond what we call a "tolerable margin of error". Illegal cross-border can be used as a medium of transnational terrorism and it can damage both ways -- it means terrorism can easily enter Malaysia and can easily enter Philippines. It has to stop.

ADDL QUESTION: [by: Kumalah Daud] Ideally sir John you are exactly right. They are crossing borders illegally. But we are not on the same economic plight with them, we can't really prevent or blame them from looking for "greener pastures" on that other side. They need to survive, make a decent living and feed their family no matter what the consequences for crossing the border illegally. But I think most if not all of them are productive members of the society in Malaysia. Hence Malaysian authorities somehow allow them to stay there even illegally.

ANSWER: That's there had to be a Senate Investigation on this anomaly so we can make intelligent foreign policy decision.

ADDL QUESTION: [by: Kumalah Daud] Am i right in believing that presently Prof. Nur doesn't have an absolute control of the agendas of the MNLF ant that another person or should I say you as an advocate for MNLF can actually block him? I don't think Prof Nur would be comfortable with that role, with due respect to your designation as an advocate sir John.

ANSWER: Did I say block him? I said I blocked it. There is no way I can block Misuari, there is no way Misuari can block me or any person in MNLF because there is neither employer-employee nor superior-subordinate type of relationships in the revolutionary movement where we risk our one life at our own expense. There is a big difference between blocking a person from making a statement versus blocking an action. Do you think MNLF will say Misuari gave the action orders? We cant do that. MNLF will say Misuari gave the RATIONALE, but someone else ORDERS the actual MNLF attack. Who will give the ORDERS? That you will never know and I will never know. My job here is to a DETAIL OF THE RATIONALE and I need accurate information (through Senate Investigation) so I can make an intelligent decision as to what I will write in the detail of the rationale.

We are not like regular soldiers or paid mercenaries who goes to battle based on orders of the employer. Each person in MNLF goes to battle based on INTELLIGENT DECISION and it is dependent on the DETAIL OF THE RATIONALE which is written by the tip of my fingers.

SIR JOHN, HOW DO YOU MEASURE THE PURENESS OF MALAYSIA'S INTENTIONS?

The pureness of intention can be quantifiable. If Malaysia's assistance to Philippines is pure, it should not be dependent on any condition. If Malaysia will still provide the investments that PNoy is drooling about while we continue our claim on Sabah, then their intention is pure. Otherwise, whatever investment the Malaysian is promising should be considered as a counter offer of the Sabah lease increase. If what we get from Sabah is lower than its current market value in terms of lease, that is around P500Billion for the 5 Zones (we won't lease out Zone 4 and 7), then it means we are in a losing end of the transaction. If the value we get is lower than P500Billion, then this so called Malaysian Assistance that the Philippine Government is drooling about is CHEAPER WAY from the point of view of the Malaysians. We prefer the lease payment to be in CASH, and not in kind or something else; and it has to go directly to the People of Sulu (Tausugs) and not to somewhere else.

SIR JOHN, THE MILF APPEARS TO BE THE FAVORITE OF THE PNOY AQUINO ADMINISTRATION. IS THIS GOOD FOR THE FILIPINO PEOPLE?

PNoy's action is not good for the Filipino People. There is a big difference between MNLF and MILF. A lot of people don't know the difference between MNLF and MILF because we lack communication and advocacy. People thought MNLF and MILF are the same. As a result of the clouded perception, the democracy becomes unable to render smart choices and decision. I think there should be a Senate hearing on the Sabah issue. This is the best way to declassify it from the back burner and let the democracy sympathize and decide intelligently on the persistent issues haunting the Southern Philippines.



WHO ARE THE PERSONALITIES WHO HAVE STRONG LINK TO THE MALAYSIAN POLITICAL INVESTMENTS IN PHILIPPINES?

MILF, Ampatuans, PNoy, his possible successor (Roxas), and their cronies in Imperial Manila (primarily the Aquino, Cojuanco clan) also has strong link with the "juice" of the political investment of Malaysia in the Philippines. Roxas plays a prominent role in the program of disarmament (DDR) in Mindanao. With a disarmed people, the people will be put in a situation wherein they will have difficulty defending themselves against any uprooting mechanism that will be implemented later on by the Malaysian Federation.

SIR JOHN, THIS IS FOR MY SCHOOL REPORT. WHY DO YOU NEED TO SECEDE THE MOROLAND (MINDANAO, SULU, PALAWAN, SABAH) FROM PHILIPPINES BEFORE FEDERALISM. WHY DON'T YOU GO STRAIGHT TO FEDERALISM?

ANSWER: That's a good question, Mark. There was already a Philippine Federation plan in 2008 but we, the MNLF, are just not comfortable with it because of the oil and water analogy.

If we divide the country at its present state and superficially and form a federation, it will be like mixing oil and water, wherein the oil will float over water. The oil is the rich Imperial Manila and the water is the periphery poor sub-states -- it will be like a household wherein Imperial Manila is the BOSS and the poor sub-states are the SLAVES.

Although we like the idea of Philippine Federalism, we prefer that we make it a Phase 2, wherein Phase 1 is the formation of Independent Sub-State (Bangsamoro) by self-determination. It has to be by self-determination, we don't like to form an independent Bangsamoro with leaders that are "anointed" by Imperial Manila.

In 1976, the Philippine Government (GPH) proposed Bangsamoro Autonomy and we accepted it as a form of MNLF-GPH Peace Pact called Tripoli Agreement. The Autonomy was not properly implemented because there was a misunderstanding for 40 years that I discovered only in 2011. For the GPH, they think Autonomy is a dead-end, the bottomline, wherein we (MNLF) drop the objective of Bangsamoro Independence. For the MNLF, the Autonomy is just a stepping-stone towards Independence. Again, I would like to emphasize that this anomaly of conflict of interest was only discovered by me in 2011.

Now, the question is, should we junk the Autonomy of the ARMM and consider it a failed experiment? My knee-jerk response was, YES, it has to be junked. But later on, I realized that Autonomy would give us a better milestone compared to the idea of MOA-AD, Sub-State, and Bangsamoro Commission, and Bangsamoro Framework because these ideas are "Exclusively Muslims" and these won't move smoothly in a democratic platform. So, sorry for the inconvenience brought about by change of mind. The status now is we continue the ARMM, Nur Misuari will run for ARMM Governor. We will use the ARMM as a "training ground" or a "springboard" towards independence and we want to make sure that we do it right by putting no one else but Misuari himself at the helm.

Achieving independence is difficult, but achieving a prosperous independent nation is much much more difficult. With regards to problem with money, I will take care of that using the idle asset of Sulu (Sabah Land) through the PREMS Deal. First to become Independent will be Sulu Islands. Second is Sabah. Third is Palawan. Third is Zamboanga Peninsula. Fourth is Mainland Mindanao. Sulu will become the rich empire of the South, most probably a little richer than Metro Manila.

When we have independent Sulu in the South and independent Metro Manila in the North, the Philippine Federation will still be born and we will have a mixture of oil and oil -- we form a Federation as EQUALS.

QUESTION: SIR JOHN, CAN LEADERS, OFFICERS, AND NEGOTIATORS OF THE MNLF, MILF, AND SULTANATES BE ISSUED SUBPOENA BY SENATE IN LINE WITH YOUR PROPOSED SENATE INVESTIGATION ON MALAYSIAN INTERVENTION IN PHILIPPINES?

ANSWER: Yes. Almost all of them are holders of Philippine Passport, hence they are Filipino Citizens. As Filipino Citizens, they can be issued Senate subpoena to answer questioned and testify under oath; and are liable to perjury if they tell a lie. They can testify on many instances that Malaysia contributed war materials and conflict inducers in Mindanao. They also know a lot about the masterminds behind the Abu Sayyaf Group (ASG). You can even subpoena the living Presidents of the Philippines and ask them what they received in return for silencing the Sabah issue. These information has to be made public through televised coverage so we can condemn what is wrong, expose the players of the anomaly, and finally put an end to the insurgency and armed conflict in Mindanao.

As a nation, on matters concerning national security and territorial integrity, we cannot legislate based on secret negotiations that PNoy calls "back-burner". The Senate Investigation has to be done before Senate debates on any legislative proposal in relation to amendments to the 1996 MNLF-GPH Final Peace Agreement and the 2012 MILF-GPH Framework Agreement for Bangsamoro.
