Post-AlBarka Lessons in Entering MNLF or MILF Villages

QUESTION: Sir John, lahat ba na tao or sundalo or pulis na papasok sa MNLF Villages or MILF Villages ay kailangan mag-coordinate sa MNLF and MILF Peace Panel? ANSWER: Hindi. Pag individual or small group hindi naman kailangan magpa-alam. Ang magpapa-alam or mag-coordinate ay yung mga LARGE TROOPS ARMED MOVEMENT lang which is usually those who want to exercise a police function in the area such as serving a warrant of arrest or military conducting routine patrol. Kailangan may coordination para hindi nerbyosin mga tao dyan sa mga isolated villages na yan. Okay?

Ganun din naman ang policy ng AFP. Halimbawa, ako MNLF mag-isa, nakakapasok naman ako mag-isa sa Camp Aguinaldo ng AFP or Camp Crame ng PNP. Pero kung fully armed ako at may kasama akong 100 ka fully armed na MNLF, kailangan magpa-alam ako ng maayos sa Peace Panel kung gusto ko pumasok sa Camp Aguinaldo for whatever official busines I want. Baliktarin mo lang ang scenario, isipin mo mga 100 ka fully armed AFP na papasok sa MNLF Villages ay kailangan magpa-alam ng maayos.

Kahit nga large troop ng MNLF na taga ibang lugar na papasok sa ibang MNLF Village eh kailangan magpa-alam sa MNLF Peace Panel. Walang exemption yan, basta large troop movement, kailangan magpa-alam (coordinate) ng maayos.

Ang pinaka unwise na lugar na mang-arresto ng Wanted ay sa loob ng MNLF or MILF Village. Kasi ang Village Chieftain dyan ay naturally po-protektahan ang mga residente dyan, ayaw nila na magka-bakbakan dyan sa loob ng village kasi baka ma-apakan nang mga pananim nila (not to mention the civilians who compose 95% of the population in the village).

So, pag merong large troops movement ng sundalo na nagpapa-alam na pumasok, naturally pagsasabihan nila ang mga visiting/in-transit bandits dyan na nagpapahinga sa loob na umalis na lang para hindi sa loob ng village magka-bakbakan. Ganun din pag merong mga sundalo na nagpapahinga sa loob ng village, sinasabihan din ng chieftain ang mga bandits na huwag muna pumasok sa village para hindi magka-gulo kasi mabubulabog ang mga taong bayan.

The highest priority of the Village chieftain is to protect the residents, ayaw nila gawing battleground ang village. Pag ang Large Troop Army movement ay hindi nagpapa-alam at mag sneak-in na pumasok, ehh ma threaten ang Village people for sure, ehhh ang village people na mismo makakalaban nila.

QUESTION: Sir John, is it dangerous to enter MNLF or MILF Camps?

ANSWER: Ang isang MNLF or MILF zone ay parang reservation area yan ng mga lion, tiger, annaconda, at iba pang mga dangerous na mga nilalang na kailangan din respetohin ang habitat nila. Delikado pumasok dyan ang large armed troops na mag sneak in ka na walang proper coordination with the zoo keeper. Ang Ceasefire Agreement ay may mga provisions dyan kung papano ang safety procedure kung merong isang lion dyan sa loob na kailangan hulihin at ilabas. Pag pumasok ka dyan at hindi ka sumunod sa procedure, mabubulabog yan sila at talagang kakagatin ka ng mga lion dyan. Pag mabulabog yan, mahirap patahimikin yan.

QUESTION: Sir John, can Philippine troops enter MNLF villages without the MNLF's permission?

ANSWER: Yes pwede basta hindi lang large number.‎ "Permission" is not the term. "Coordination" is the right term. The GPH have ABSOLUTE PERMISSION. They just have to COORDINATE prior to entry para hindi nerbyosin ang taong bayan. Kasi maraming mga pumapasok at dumadaan dyan na mukhang Army or Marines itsura pero mga bandits pala na nanununog ng bayan, mga namumugot ng ulo ng mga residente, mga Abu Sayyaf, mga masasamang tao. Coordination is the only way for the Chieftain to determine if the transient large group of armed troop is a friendly party or a hostile party. Pag walang coordination, the MNLF will engage.

QUESTION: Sir John, sinabihan po ng GPH ang MILF na isurrender ang mga members nila na may warrant of arrest, ano po masasabi mo?

ANSWER: Etong GPH po ay palaging mali, ewan ko kung bakit, hindi sumusunod sa procedure. Kung hindi nag-kulang ehhh sumosobra naman po. Wala po sa Ceasefire Agreement na "ISURRENDER" ng MILF ang mga tao nila. Ang nakasulat po ay mag-coordinate ang GPH ng maayos sa MILF Peace Panel kung meron silang gustong arestohin sa loob ng kampo ng MILF. Pwede naman daw po pumasok sa loob ng MILF camp ang GPH para mang-arresto ng mga wanted ng batas, basta may coordination lang. Ang trabaho na mag arresto ay trabaho yan ng GPH kasi batas nila ang nagpapa-arresto eh, hindi nila pwede ipasa yang arresting workload sa MILF kasi may conflict of interest ang MILF dyan sa aspeto na yan. Ang kabobohan ay nakamamatay.

In the first place, the MILF Peace Panel have no custody over the individual that the government wants to arrest. How can they surrender someone who is not in their custody?

QUESTION: MILF po daw ang naka-enkwentro ng mga Army Rangers sa AlBarka Basilan. MILF po ba kayo?

ANSWER: Mga sirs, MNLF Director po ako, hindi po ako MILF. Halos magkapareho lang po ang procedure ng MILF and MNLF. I don't speak in behalf of MILF po. Nakikilahok lang po ako rito kasi po gusto ko ng kapayapaan, isang paraan po ay pag-educate ng public na meron naman po risk-free and 100% effective na procedure kung papano po mag arresto ng tao na nasa loob ng MILF Camp. Ang problema po ay karamihan sa ating mga Officers sa AFP ay hindi po na-train or na-briefing kung papano po ang procedure, kaya po sila nalalagay sa alanganin (baka sinadya po ng mga commanders nila na gusto gumawa ng eksena para magka-gyera). Ako na lang po ang mag train sa kanila para po hindi sila ma disgrasya. Eto po ang step by step:

1. Kumuha muna ng original copy ng Warrant of Arrest galing sa Court.

2. Bigyan po ng copy ng warrant ang MILF Peace Panel, huwag kalimutan ipa-tatak-received.

3. Pwede na po magsimula na po ang informatin gathering kung saan nagtatago ang Wanted.

4. Pag matuntun na po ang Wanted sa isang MILF Camp, pwede na po puntahan ng GPH Agents (say AFP or PNP) ang nasabing MILF Camp. Sa front gate po dadaan at kakatok ang GPH, huwag po mag sneak in sa likod. Pagmakaharap na ang Gate Guard ng MILF Camp, pwede na po ipakita ang Warrant of Arrest na may tatak "Received" ng MILF Peace Panel. Pag magtanong po ang MILF Camp Commander, pwede naman po gamitin ang cellphone para tawagan ang MILF Peace Panel.

5. Papapasukin po ng MILF yang GPH Agents sa Camp nila pag sumunod po sa tamang procedure. Risk-free po pag sumunod lang sa procedure.

QUESTION: Sir John, the Philippine Army Rangers who were slaughtered were serving a Warrant of Arrest in Al Barka Basilan. What went wrong?

ANSWER: They willfully and deliberately failed to follow the professional procedure of serving the arrest warrant. They may be decorated soldiers, but were rogue in that particular time and space of the incident. What make soldiers professional is they are reliable to follow procedures. Procedures are put in place to minimize job-related risk for the AFP/PNP in dealing with the beligerent organzation. But there are really few AFP/PNP, such as this case that we have in AlBarka Basilan, who are so engrossed in accomplishing the mission or getting the reward that they tend to take risk by ignoring the procedure.

Kung ako yung field commander ng Army na inatasan na mag-serve ng warrant, I would follow the procedure by coordinating with the MNLF Peace Panel and knock formally at the gate of the village to try to make a face-to-face arrest. Kapag nakatakbo, hindi ko nahuli, I will just go back to my superior and write a report. It is up to my superiors and the policymakers of my organization to review the procedure and try to make changes with it. Hindi ko gagawin yung ginawa ng mga namatay doon.

The incident should be a lesson to be learned by the ground troops of the AFP/PNP.

QUESTION: Sir John, ang procedure ba ng pag serve ng warrant sa MILF or MNLF Camps ay magka-iba sa mga mainstream areas sa Pilipinas?

ANSWER: Kung papano kayo mag serve ng warrant sa mga baranggay sa Metro Manila, ganun din ang procedure dyan sa Mindanao grounds, you have to be accompanied by the village chief in order to make the arrest. Ang dagdag lang eh kailangan nyo makipag-coordinate sa MNLF or MILF para ma-abisuhan ang village chieftain. Pag mag sneak in kayo dyan sa mga village, talagang ratratin kayo dyan kasi kang ganyang estilo ay para kayong mga Abu Sayyaf at iba pang mga terrorista na nanununog ng mga villages.

The AFP on the grounds who wants to enter isolated MNLF Zones MUST coordinate with their counterpart in the MNLF Peace Panel because that is the PROCEDURE that is APPROVED and AUTHORIZED by the MNLF-GPH Peace Process. Kung hindi sila mag follow ng procedure, mga rogue sila in that particular instance.

PROFESSIONALS follow APPROVED PROCEDURES. That's what separates profesionals from the rogues.

QUESTION: Sir John, sabi ng Army, pag mag coordinate daw sila, sure daw na maka-takas ang huhulihin nila. Ano masasabi mo?

ANSWER: Whether you follow the procedure or not, pareho lang ang chance na ma-alerta and maka-sibat ang subject. Ang kinagandahan lang ng pag-follow ng procedure, ehh ma eliminate ang risk in the part of the GPH. Ang issue ngayon sa Basilan eh hindi naman yang hindi pagka-huli ng mga subject; ang issue sa Basilan ay NAPATAY yang mga rogue Army Rangers 19 of them.

The recent incident is not an ambush. The survivor Army already said that while they were engaging around 10 people in a gun-battle for two hours, the people were reinforced by hundreds.

There is no such thing as 10 people that ambushed 50 heavily armed Rangers. There was no ambush. The information you should get yourself from the survivor is the answer as to how the gunbattle with 10 people started -- the MNLF cannot share our information because we will wait at the right moment that the AFP report will lie.

Rangers were saying that they knew that they were outnumbered. In that scenario, the Army officer should have raised a white flag of surrender, but he did not, so shooting continues (not on sitting ducks). But did you know why they can't raise the white flag? What did they do that made them think that white flag will make THE PEOPLE merciful upon them? Ano ginawa nila para maisip nila na hindi sila patatawarin ng TAONG BAYAN?

As I said, because of "the cruelty that they did" prior to the encounter (na nakita ng taong bayan), most likely they will be summarily executed by THE PEOPLE pag nag white flag sila. So, wala silang choice, they have to fight till the last drop. Pag sinabi ko na THE PEOPLE, I mean THE ANGRY PEOPLE, hindi yun mga regular MNLF/MILF troops na properly trained in the Rules of War. Yung rumatrat sa Rangers doon mga galit na taong bayan yun, they don't know what a white flag means.

Kahit dito sa Metro Manila, pag ang taong bayan magalit, pinapatay sa bugbog ang magnanakaw, cruelty by THE PEOPLE against the salot ng lipunan.

QUESTION: Sir John, dahil sa nangyaring pagkamatay ng 19 ka Army Rangers, galit po ang mga Pilipino sa mga residente ng AlBarka at gusto nila bombahin na ng AFP yang mga Muslim dyan sa entire AlBarka Basilan. Ano masasabi mo rito?

ANSWER: The civilian population of Al Barka is at least 20,000 unprivileged poor people. Ang naka enkwentro ng Army ay sabi nila ay less than 50O lang (daw kuno), wala namang conclusive data kung sino yung mga yun. Yang AlBarka ay maraming mga armed groups in transit na nagpapahinga dyan. For sure, yung mga gumawa, wala na yun sa AlBarka the followng day. Walang ma achieve yang pag bombahin mo yang 20,000 civilian residents dyan.

I roamed around Facebook and tallied all negative remarks discriminately targetted against Muslims since the Basilan incident. As of today, it is 868 points. The number is too huge to call it simple discrimination. I believe the perception that Muslims are discriminatable people is already embedded in the cultural mind of Filipinos. This is one of the reasons why there will always be fighting in my homeland Mindanao.

QUESTION: Sir John, for Philippine law enforcers, ano masasabi mo on ho to arrest wanted criminals in Mindanao? Can the MNLF help?

ANSWER: How to arrest? Ewan ko kung papano nila yan gawin ang duty nila. Duty ni GPH yan, risk nila yan. They are paid to perform such duty, pinagmayabang nila na willing sila mamatay para sa bayan (bayad), so panindigan nila ng katapangan. Atsaka merong risk-reducing procedure yan. As profesionals, they have to follow procedure. The Ceasefire Agreement stripped off the MNLFs police function. We, the MNLF, can't help unless the Rules are revised and the 1996 FPA is implemented.

QUESTION: Sir John, ano ba ang justice na hinihingi ng mga residents ng AlBarka Basilan?

ANSWER: Paano na yung mga nananahimik na members ng MILF occupied village na napatay ng mga rogue soldiers na yan? Ililibing ba yun mga nasawi na rogue na sundalo sa mga libingan ng mga bayani ng Pilipinas? Anong justice and compensation ang i-offer ng Philippine Government sa mga naiwang pamilya ng mga farmers and fisherman na napatay sa Albakar fishing village sa rogue assault na yun? Yan ang mga tanong ko.

QUESTION: Sir John, pwede ba mag establish ng temporary camp ang AFP sa AlBarka Basilan?

ANSWER: YES! Kahit PERMANENT camp pa basta may mabili silang lupa! Kung sincere ang Philippine Government sa PEACE, dapat mag-lagay sila ng camp sa mga isolated areas na pinag-babakasyonan ng mga bandido para hindi na pumunta mga bandido dyan. Pag meron nang camp dyan, mababawasan na ang private gun-owners dyan kasi ibebenta na nila mga baril nila kasi hindi na kailangan kasi may nag-babantay na sa lugar nila. Pero habang ISOLATED and ABANDONED ng gobyerno yang mga lugar na yan, THE PEOPLE there should be armed under the MNLF so they can defend themselves from lawless elements including rogue AFP.

AREA OF TEMPORARY STAY (ATS)


QUESTION: Sir John, ano po ang ibig sabihin ng Area of Temporary Stay (ATS)?

ANSWER: ATS means it is a place of Temporary Camp, Transient, Bakasyonan, Pahingahan, Transit point, Walk-through, Non-residency, Dinadaanan. Yang Al Barka, MNLF Zone yan kasi majority ng residents dyan ay MNLFs. Walang government office presence dyan kaya tinatawag yan na ATS ng iba't ibang grupo. Minsan dyan dumadaan at nag-papahinga ang troops ng MILF, mga Abu Sayyaf, at iba-t ibang grupo ng bandits. Sabi ng Army Rangers, pununtahan nila ang Al Barka dahil may info sila na nandyan napadaan at nagpapahinga (nag ATS) si Abbu Sayyaf Cmdr Malat and Ansawi, nagbakasakali lang sila para sa 4M ransom. Pag dating nila, wala doon, so pinipiga nila yung isang residente na magbigay ng leads, kaya ayun pinaulanan sila ng mga residente mismo.


QUESTION: Sir John, bakit merong Area of Temporary Stay (ATS)?

ANSWER: Yang AlBarka ay isa yan sa mga ATS. Maraming ATS sa Mindanao, mga isolated area, walang government presence, pero merong empoverished population na nag-fafarming and fishing. Kapag ATS, palaging merong "asset" or "spy" na informer ang AFP dyan na kumokontak sa AFP officer na nag-aalaga sa kanya pag may na-spottan na "CAPTURE REWARD" na dumadaan dyan. Yang mga asset dyan may nakukuha naman na pera from the AFP. Kapag kumontak ang asset sa AFP at pununtahan ng AFP ang ATS pero hindi inabutan ang criminal, ehhh pinu-punish ng AFP yang mga assets nila dyan sa ATS, minsan pinapatay, summary execution, parang aso na walang silbe pinagod mo lang kami sa byahe BANG BANG BANG, tapos mag develop nanaman sila ng bagong asset. In the case of AlBarka, MILF ang asset ng AFP dyan, pero napatay na on that fiasco.

Kapag ang isang isolated place ay ginagawa ng gobyerno na ATS, kawawa mga tao dyan hindi lang inabandon ng gobyerno, parang ginawa nang combat zone ang area nila. Usually kapag naging ang ATS ang isang lugar, and Tribal Chieftain dyan ay lumalapit sa MNLF para humingi ng tulong pag organisa ng population for self-defense and community-defense purpose. Alam kasi nila na pag maging MNLF Zone na yan ay covered na yan sa MNLF-GPH Peace Process, hindi na pwede yan basta-basta gawing war zone.

MNLF IS FOR SELF-DEFENCE AND INTEGRATION, NOT VIGILANTE

QUESTION: Sir John, merong mga baril ang MNLF dyan sa Al Barka, bakit hindi hinuhuli ng mga MNLF ang mga dumadaan dyan na mga wanted na may mga patong sa ulo na Abu Sayyaf?

ANSWER: Armed ang MNLF for self-defense and community defense purpose lamang. The MNLF are explicitely unauthorized by the MNLF-GPH Ceasefire Agrement to exercise police power. So, kahit nandyan na sa harap namin ang Wanted, hindi namin pwede hulihin kasi BAWAL sabi ng GPH, hinahayaan na lang namin.

Kaya nga nag-iiyak na ang MNLF na i-implement na ng GPH ang 1996 FPA na i-integrate na ang natitirang MNLFs sa AFP, pero hindi kami pinagbibigyan, hindi ini-implement ang FPA. Pag ma-integrate sa AFP ang MNLF dyan sa AlBarka, wala nang bandido na mag ATS dyan sa Al Barka dahil pwede na mag-execute ng police power ang MNLF.

QUESTION: How about citizen's arrest sir?

ANSWER: MNLF lang ang hindi pwede makapag citizens arrest dahil delikado maging assuming baka magka-misencounter. Sa Ceasefire Ground Rules kasi merong provision dyan na saka lang tayo maki-alam pag mag coordinate ng request ng assistance ang Local GRP Commander (per Article 6 of the 1994 MNLF-GPH Ceasefire Ground Rules).

Ang hinihintay natin ay ma implement na ang Phase 2 ng 1996 Final Peace Agreement, which is the SRSF. We hope ma buo na ang SRSF and ma integrate na ang MNLF sa SRSF.

1996 Final Peace Agreement PHASE 2:

B. The Establishment of the Special Regional Security Force for the Autonomous Region (Phase II of the Implementation of the Tripoli Agreement)

General Principles:

Section 73. When the new regular Autonomous Regional Government shall have been established, there shall be created or constituted a PNP Regional Command for the new Autonomous Region, which shall be the Special Regional Security Forces (SRSF) as referred to in Paragraph 8, Article III of the Tripoli Agreement.

Section 74. The Regional Legislative Assembly may enact laws governing the PNP Regional Command for the Autonomous Region/SRSF consistent with the constitutional provision that there shall be one police force in the country which is national in scope and civilian in character.

Section 75. The PNP Regional Command for the Autonomous Region/SRSF shall be composed of the existing PNP units in the area of autonomy, the MNLF elements and other residents of the area who may later on be recruited into the force.

Section 76. The powers and functions of the PNP Regional Command for the Autonomous Region/SRSF, which shall be exercised within the territories covered by the Regional Autonomous Government (RAG), shall be the following:

a. Enforce all laws and ordinances relative to the protection of lives and properties;

b. Maintain peace and order and take all necessary steps to ensure public safety;

c. Investigate and prevent crimes, effect the arrest of criminal offenders, bring offenders to justice and assist in their prosecution;

d. Exercise the general powers to make arrest, search and seizure in accordance with the Constitution and pertinent laws;

e. Detain and arrest a person for a period not beyond what is prescribed by law, informing the person so detained of all his rights under the Constitution and observing the inherent human rights of the citizens; and

f. Perform such other duties and exercise all other functions as may be provided by law.


Pwede ang Citizen's Arrest kung hindi nyo dalhin ang pangalan ng MNLF sa mga oras na gagawa kayo ng action, meaning you will be acting in your own personal decision as a citizen and it should be clear that MNLF has neither accountability nor involvement with it. In this case, you can wear civillian clothes naman na walang MNLF patch. Pero delikado, I don't recommend, kasi hindi mangingilag sa inyo yang mga hard-core na mga Wanted pag hindi kayo MNLF.

QUESTION: Takot sa repercussions ang mnlf from rogue elements? would it not be better for mnlf to help in the enforcement of laws so that their status as a credible partner in the pursuit of peace will be enhanced?

ANSWER: Gusto ng MNLF yang suggestion mo, Leon. Gustong gusto namin yan. meron nang legal framework yan sa 1996 FPA kung papano yan mangyari, sa Phase 2 yan ng implementation ng FPA.

Ang GPH lang ang may ayaw. Gusto nila maging Vigilante ang MNLF. Hindi pwede sa amin yan. Ayaw namin maging vigilante. We want to be legally, lawfully, and officially integrated into the GPH law enforcement system.

Yang mga MILF na bumalik sa MNLF, yang mga yan ay eligible na yan sila sa recruitment for SRSF. Hindi na kailangan gumawa ng MILF ng sarili nilang 196 FPA. Matagal na ako nag release ng advisory for MNLF to open doors for returning MILFs. In fact Al Zajeera already featured on of the Exodus of MILF to MNLF at http://www.abs-cbnnews.com/video/nation/regions/02/15/11/al-jazeera-reports-exodus-milf-members-mnlf . We have many pictures of MILF returning to MNLF kasi it is an ongoing project. Sa estimate ko mga 60% (around 10,000) na ng MNLF ay nag return na sa MNLF, yung iba unaccounted nawawala or baka bloated lang talaga ang numbers, yung iba naman nilaglag na ng mga MILF Leaders at tinawag na silang LAWLESS ELEMENTS. Halos wala nang tao sa grounds ngayon yang mga leaders ng MILF na kinaka-usap ng gobyerno dyan sa Peace Talk. Yung mga MILF na hindi pa bumabalik sa MNLF, kawawa yun sila. Yung iba sa kanila nagtatago na dahil nilaglag na sila ng mga leaders nila kapalit ng P5M na binigay ng gobyerno para tatakan na sila ng brand na LAWLESS ELEMENTS.

QUESTION: Sir John, can you give us a vital statistic description of Al Barka that will help us imagine the place in our mind?

ANSWER: AlBarka Basilan Profile: (1) Population around 20,000. (2) Livelihood mostly fisherfolks and farmers. (3) Philippine Government offices presence, social services, and census, NONE, COMPLETELY ISOLATED AND ABANDONED. (4) Incidents of major AFP surprise harassment in the area, TWICE, both are results of uncoordinated encroachment, they were repulsed and massacred by THE PEOPLE. (5) Religion: mixed tribal, christians, muslims. (6) Accounting of private gun-owners, between 800-900 rifles plus handguns all unregistered. (7) Group afliliation of gun-owners, 90% MNLF, 10% MILF [note that MNLF-GPH have FPA and MILF-GPH have Ceasefire]. (8) Tourism, casual transit visitors are vacationing Abu Sayyaf and other pirates who spend their loot in the village, and some retire for good in the village. Some AFP casually comes into the village to sell firearms and ammunitions to residents like guns na ukay-ukay. (9) In-village residents domestic ang neighborhood crime rate, ZERO. (10) Residents who DONT TRUST the Philippine Government: 100%. (11) Happy people, YES, just don't disturb them.

Number of Barangays: 16.

Major incidents: Beheading of 5 Marines in July 2007. Assassination of local Mayor Karim Jakilan in January 2009. Slaughter of 19 Scout Rangers in October 2011. Failure of Elections.

My recommendation: The ZERO-CONFIDENCE, HATE, and ANGER of THE PEOPLE of AlBarka against the Philippine Government is still fresh after they were terrorized by the latter. AFP at the moment must not go there to terrorize more. Terrorizing THE PEOPLE using artillery and bombs as a pre-text of pursuing some criminals won't even be rational because the ones they are looking for are no longer there in AlBarka kasi transients lang yan sila. Ang mga regular residents dyan sa Al Barka ay nasa voters list naman, makikita namn nila kung nandun sa list ng residente ang mga criminals.

AFP may set-up stable gun-control checkpoints at North, South, and Sea, as long as it will have mechanisms that will not restrict the resident's rights of movement across the checkpoints. Habang pinapalamig ang situation for how many months, the MNLF-GPH must start planning TODAY the formation of a Special MNLF-GPH Joint Program for the area to stabilize the peace and order situation, and also assist the residents in the firearm registration (gusto ko libre ha). Don't take away the citizen's rights to arm themselves in Al Barka because that is their only security to survive the next day, especially that government is not present there. The human-wise need for the citizens of AlBarka to be armed has even more weight compared to the citizens of Metro Manila. And again, do not bomb the residents of AlBarka.

ANSWER: They indiscriminately summarily execute Muslims using bombs and systematically depopulate Muslims Communities through selective-area PROVERTY. When the task of killing is accomplished, they would publicise that they respect the dead. They respect the dead, how about the living? Patay na ang dinidescribe nilang CRIMINAL, tatawagin pang MUSLIM. Kailangan bang lagyan ng religious branding lahat na criminals? Unfair naman yan sa mga Muslims. Only Allah can tell if the person is truly Muslim.

REPORT: The AFP already completed its investigation on the clash between government troops and suspected elements of the Abu Sayyaf Group (ASG) and Moro Islamic Liberation Front (MILF) in Al Barka, Basilan that happened last 18 October 2011. The AFP, however, said contents of the investigation will not be disclosed to the public.

ANSWER: Very good. Better be silent than later on proven a liar. You got a deal. I will keep the MNLF investigation confidential as long as (1) the AFP keep their mouth shut about the 18 Oct fiasco, and (2) they'll be following correct procedure in enforcing law and order in AlBarka.

The MNLF is ready to punish those Terrorists in Basilan, but our hands are tied because the Government just don't implement their 1996 FPA obligation to form the SRSF that will authorize the MNLF to exercise police power in those critical areas in Mindanao where the Army is futile (if not one of the threats). Please tell the President to stop funding MILF and start implementing the 1996 FPA so we can help.
